What is Self-Enumeration?
India's First Digital Census — And You're Part of It
The Government of India is conducting the 16th National Census in 2026–27 — the first to go fully digital. In Odisha, this digital census is called Janagana (ଜନଗଣ), and it introduces a brand-new feature: Self-Enumeration.
Self-Enumeration means you can now register your household data yourself, online, from your mobile or computer — instead of waiting for a government official to visit your home. It's faster, more accurate, and entirely free. The portal is available in 16 Indian languages including Odia and Hindi.

How to Register Online — 7 Simple Steps
The entire process is designed to work on any device — smartphone, tablet, or laptop. You do not need to download any app. Here are all 7 steps explained clearly:
Go to the Official Portal
Open your mobile or computer browser and navigate to se.census.gov.in. This is the only legitimate self-enumeration portal. No app download needed.
Login With Mobile OTP
Click "Start Self-Enumeration." Enter your mobile number and verify the OTP you receive. No username or password required.✅ Any active mobile number works
Select Your Area in Odisha
Use the dropdown or map to select your location: State → District → Block → Village/Ward. Register where you actually live, not your hometown or workplace.🗣️ Choose Odia or Hindi as your preferred language
Fill Part A — Your House Details
Answer questions about your house: type (pakka/kachha), ownership, water source, electricity, toilet, cooking fuel, and household assets like TV, vehicle, mobile phone, etc.
Fill Part B — All Family Members
Enter details for every person living in your home: name, gender, date of birth, relationship, education, occupation, caste, religion, and marital status. Aadhaar optional but helpful.

Submit & Save Your SE ID

What is the SE ID & Why Does It Matter?
After submitting your registration, the portal generates a Self-Enumeration ID (SE ID) — a unique reference number proving your household has completed online registration.
Think of the SE ID as your digital receipt for completing Janagana registration. Always save it as a screenshot on your phone or write it in a safe place.
